'93 100: transmission won't down shift

My 1993 100 CSQW exhibits the same behavior on very rare occassions.  It's done this since about 40K miles.  I now have 160K miles.  Mine seems to do it when I accelerate. The transmission shifts in to 2nd gear, if I have to brake quickly (like in traffic), before it has a chance to shift in to 3rd it will not downshift.  It sounds to me like the ecu is still in acceleration mode and does not allow the transmission to downshift.  Seems to be caught between 2nd and 3rd gear.  This is just a guess on my part.  I don't think it is atf fluid as I have changed mine twice.  Each time I have used synthetic fluid with no difference.  I wish I had more concrete information for you.
 
Like yours,  it happens rarely.  Too, bad it had to happen while trying to sell the car.   You don't really want to seel it do you?

My Audi 100 CSQ wagon (165K miles) exhibits the following on rare
occasions. Pulling up to a stop light, slightly aggressive braking, 
come
to a complete stop-yet the transmission still wants to go. Drive train
shudders for a second or two. Very similar to what you'd expect in a
manual transmission car coming to a stop without pushing the clutch in.
This behavior was first noticed in 1997-1998 at about 50K miles (I've
owned it since July 1996 and 25K miles). At that time, under warrantee
the dealer suspected ABS sensors, which were of course, OK.

 

Impossible to reproduce-I'd say it occurs MAYBE once every other month.
In fact it happens so rarely I never think about it... until now when
I'm attempting to sell it. Sure enough it happens during a test drive 
by
an interested driver. 

 

I'm thinking ATF fluid levels (how to check?) or since I can't recall
last time ATF was changed, perhaps a fluid change is in order.
