Ok, I think you should be seeing 12.7v + even under heavy electrical
load. Is this with the car at idle? Have you tried measuring it with a
few revs just out of interest? 
At least it's a simple problem, check the wiring between alternator and
battery, bad wiring/connections could cause a voltage drop/high current
draw situation.
If those check out your looking at getting the alternator replaced,
check the blue??? Agitator wire, it should have a voltage on it when the
engine is running, needed to agitate the alternator to produce a charge.
Just a few thoughts.

My knowledge of electricity may be analogized to sitting Hannibal at a
piano. 
Here are the symptoms. When I turn my heater on, the meter reading drops
from 
13 to 12 volts. If, in addition, I turn on the headlights the meter
drops to 
11 volts. Occasionally the alternator belt will screech (it seems
tight). I am 
worried. Can anyone tell me what I am worried about?
