That could very well be - looking at my current AAA bill, it is from 
"AAA Northern New England".

Perhaps they see far more "usage" of their services in areas like this 
(the cold killing batteries/cooling systems, more people sliding off the 
road or getting stuck in winter, etc.), and so they cap it to reduce 
their exposure.  Road calls subsequent to the first four are still 
provided at a very discounted rate.
