CIS fuel pump delivery ?

I forgot a detail.
I tried another fuel pump. I plugged the turbo 5000 1985 pump to the CSI-3 system.
It gave me the same pressure , around 65lbs.
So the problem is really the fuel regulator or a leak inside the CIS fuel distributor.

I just fixed other electrical and other problems.... helper window was
very hard to open and close...back up light....
I m doing EFI hardware in the same time. Fule rail is on the way.
****Fuel pump delivery rate at the return line behind the fuel filter.
Minimum delivery rates
450 cc in 30 seconds at 10volts at the pump.
760 cc in 30 seconds if you put a battery directly at the pump > 12 volts.
You need to measure the voltage at the pump.
We havent heard from you in a while. What did you do with the fuel system so
far?
