why does this fuse keep blowing?

Check the wiring from the body to the trunk lid. It's just like in
the door jamb... all that flexing and the wires fatigue and break. A
friend with a '90 90q 20v had the same issues with IC illumination and
we traced it to the wiring at the trunk lid.
