90 4cyl brake problem...

I'm tryin to get rid of this old '88 90 4cyl thats been sitting here in my lot,
but I'm having two problems with her. First is it wont run unless I constantly
play with the CIS air meter, and when I pull the oil cap it doesn't stall so I
know I'm hunting a vacuum leak. Any BTDT on hidden vacuum lines or anything
like that? The obvious one I've check with some carb clean (including the
injector seals).

The second problem though is driving me nuts, I don't even know what to look at.
If you push the brake pedal it will go straight to the floor (engine running or
not doesn't matter), but if you pump it you get a semi-hard pedal after maybe
two pumps. I've bled all of the brakes and replaced the master with one I had
laying arround (near new) and bled that, even loosened the line connections at
the ABS pump and bled there, but it still acts exactly the same. I'm thinking
it may have something to do with like a stuck valve in the ABS, but I don't
know how to check. No experiance at all playing with ABS pumps. I have a parts
car (actually the owner of a recently wrecked 80 4cyl that is changing up to my
90), but it doesn't have ABS.
