E-brake froze up

I have this problem, too. it only happens in winter and then usually only
when I've been driving on slushy roads. It is my understanding that you'll
need to replace the cable assembly to remedy the problem. Apparently there
are some plastic or rubber grommets that prevent moisture from penetrating
part of the system and thus freezing and locking up the brakes.
Maybe other listers can offer more advice. I'm not crawling under my car
until the snow melts (and given the weather here in the Colorado high
country, that could be July!). Once I fix it though, I'll try to post
something to the knowledge base.
Sorry I wasn't more help. But in the meantime, carry a block of wood or
brick to stick behind your car if you must leave it running while parked!
