if by ignition control module you are referring to the final output power stage, which is a little box that's filled with gold (at least it should be for what they want for one) that sits atop the airbox, then that would eliminate my guess.
It's a common problem, and has happened on my wife's 99 1.8T avant as well.
if not, that's where I'd start. Last resort is to take it to the dealer and let them hook it up to the 5051 and have a looksee.
have you tested the connector between the lead from the power stage to the #2 cylinder coilpack?
doing all that solved the problem on my wife's car, but of course it was the most expensive part that fixed the problem.
