Intermittent behavior like that is usually a short somewhere.
A broken wire, or a wire whose insulation has been worn through,
exposing bare wire that occasionally touches something that
causes the short and blows your fuse. Your comment that you
disconnected every device on the circuit and the fuse still
blows confirms this.
Dig up the wiring diagram, and (or just physically) trace
the wiring from the fuse, from both terminals of the fuse.
Follow the wire(s) and look for the break or bare wire that
causes the occasional short that blows your fuse.
FWIW, the rear cigarette lighter sockets in the Type 44 are
notorious for shorting out and causing problems, and your 4K
has a lighter socket protected by that fuse.
