Show up in NC with a non-notarized title that needs to be notarized and 
they will send you back to where you came from to get it notarized.  Also, 
if you don't get it notarized, your state may accept it for the time being, 
and then PA may reject it when they receive the title to transfer it to 
your new state.  In other words, I'd make sure you get that title notarized 
before leave PA.  I'd ask your state what they require for an out-of-state 
title transfer as well.
