Scott,
You can take it off and clean it out if you want. I've doon this several ltimes with 100% success. Take the two screws out, and unplug it. Spray carb cleaner into the two holes in it. Also, spray into the fuel distributor opposite the two holes. Then, put it back together and see what happens. On one occasion, I had to do this twice in addition to pulling the plunger out of the fuel distributor.

Page 20.9 has an exploded view of the CIS-E
then on 25.73 the fuel distributor is broken down.
The two screw thingy is the Differential pressure regulator
and the Fuel pressure regulator is a diaphragm pressure
regulator................

Which is the the two screw thingy? facing the front of the car?
Is this NLA or does anyone have a replacement/used one?
