Just a thought - they didn't actually sell him one - they only estimated 
that it would need one.  Two entirely different things, and since he didn't 
suffer a loss, it's going to be hard to recover any damages.  Furthermore, 
it seems they actually did him a favor.  Had they quoted non-exorbitant 
price, he might have had them start to work on the car, and many trips and 
$1000's later he still might not have the problem resolved.  By providing 
him with a high estimate initially, it forced him to think about the 
problem and come up with a reasonably priced solution.
