I am not so sure. When I had a turbo go 0n my 200q20v, I had no power. I
could barely get to 50 mph and that took a little time. The broken
impeller was blocking most of the air from getting to the intake. If you
can bypass the turbo, you can tell pretty quickly if that is the
problem. As suggested, without a blockage in the intake, you should have
plenty of power to drive the car, even if the acceleration won't be
terribly brisk.

I would actually assume otherwise. Your descriptions seem to indicate
that it doesn't even have enough power to drive it anywhere. When
functioning correctly without the turbo, you should still have over
100HP, at a guess. Anyone know what an NA10v has for power? My NA 20v
CQ had 164HP. I would venture that anything over 75HP or so would be
enough to drive the car around, albet in a far less fun fashion than
you're used to. If it doesn't even have that, I'd suspect that there
are other issues at play.
It really sounds like you got a mechanic who tried to "tune-up" your CIS
without actually knowing how to do it. That would explain why it got
worse everytime you brought it in. I know it has been suggested, but
have you pulled the codes yet? Without seeing the car firsthand, I
would suggest finding a mechanic that knows CIS for a CIS adjustment
before doing anything with the turbo.
