Hi Doug,

Sorry if it was confusing... A "Street Legal" car is one that is, as the law
states, legal to the "T". A "Legal on Paper" car is one that was good enough
to get it's registration papers renewed (hence it is legal on paper) but may
is not in all factuality legal to the letter of the law.

The specific cars that I spoke of, pass emission tests and the bogus
"examinations" that are a required before the state will renew registration
paperwork, but in fact have about 30lbs of "crap" (O2, Cats, EGR, etc.)
removed. Examinations in Western Washington are pretty light and as long as
the car passes the emission test, it will be "legal on paper".

So, Tyson, tell me what's the difference between a car tha's street-legal
and one that's street-legal "on-paper."

Being street-legal has to do with complying with laws that tend to be
written "on paper," no????  <dumbdfounded look on face...>

A car either complies with the law (and, hence, is street-legal), or it
doesn't, right?  <chuckles>
