miserable failure....

so i went through nj state inspection today, pulled 1.22 on the co
test (passing is .50, hence the subject line). I've got a plan of
attack, starting with the static mixture setting, idle setting, and
moving on to timing. Have a real dumb question on the timing, there is
a small line below the zero mark on the flywheel, is that the factory
setting for advance? The car is set just about there, maybe a couple
of degrees advanced( no i don't have a dial-in advance timing light).
