It seems that I end up towing a car on my car trailer about once a week. 
While most of my trips are short, I have towed that kind of distance.  While 
I am fairly certain that the tow hooks were designed for transporting the 
cars, but I prefer to use the sub-frames front and rear certainly when 
traveling this distance.  I have only used one chain front and one rear but 
more can't hurt.
However make sure that you have proper tong weight, this is critical!  I 
made this mistake once (almost lost it) and moving the car only a few inches 
forward fixed it. Also remember to recheck the chain tension after the first 
1/4 mile.

What are the best points to tie it down? This is going to be about a 1500 
trip it will see a lot of bumps and stuff.
