That was a 1983 owned by a couple in Ontario, who purchased it specifically  
for that event.
 
TARGA newfoundland is a rather unique event.  It is the only one like  it in 
North America, and one of three in the world.  It does have a touring  class, 
which is basically a TSD with more speed. All stages are run on  closed roads, 
so unlike a TSD rally you can use all the road, and speeds are  very brisk. 
The TARGA portion is closer to a full blown performance rally  where speed 
really counts.  The event has 5 days of competition, with the  speeds getting 
faster each day... the event covers about 1600 miles and the  closed stages make 
up about 400 miles of that.  There are various classes  and the event attracts 
all kinds of cars from around the world.

I'm watching Speed Channel and there is a show on call  Targa Newfoundland. 
It's a road type rally through public roads. More of a  TSD rally. I saw a 
red 
UrQ on the back ground at the beginning or the show.
