(C4) snow in footwell

If the A/C cabin flap is open, a light snow with high winds could find its
way into the passenger footwell.  The flap should not be open in this
weather.  So maybe you have the dreaded flap spring issue.  Put your head
in the footwell with a flashlight in hand and peer upward under the dash.
