So how bad is it to have a 0.009" taper in your cylinder?

i think it depends on what your intentions for the engine and the car its
going to go into are.  if its a daily driver i wouldn't really bother with
the race stuff, just clean it up to factory specs and put it back
together.  things that you didn't mention were whether the crank and rods
checked out good.  those are items that can add additional cost.
