or one that isn't staying "on" for some reason.

Test by removing and using a fused jumper between the two "big" slots in 
the panel.  if car works fine then, try another good relay, if you can, 
before buying a new one.

It sure sounds like the pump is coming on, then turning off, leaving the 
engine to run briefly on the built up pressure - or just to run until 
the pump stops running.  Some of the variability in running times does 
seem to scream "bad fuel pump relay"...
