My guess is the ISV or air leak, RE: ISV, I'd pull a vacuum on the end
fittings to see if the valve seals properly, clear carb cleaner or not, then do the
9V battery test with a 9V top connector from Radio shack (or 12V test leads)
to opperate the solenoid. -Scott by BOSTON
