What I do when I clean the ISV (about every 6 months) is free it from the
intake hoses then reconnect it electrically at its plug. Then, with a rag to
catch the drips, turn the ignition to ON (which causes the ISV to cycle) and
spray away with carb or TB cleaner.
No 9V or test leads needed.

My guess is the ISV or air leak, RE: ISV, I'd pull a vacuum on the end
fittings to see if the valve seals properly, clear carb cleaner or not, then
do the
9V battery test with a 9V top connector from Radio shack (or 12V test leads)
to opperate the solenoid. -Scott by BOSTON
