Assuming the car runs great and you don't need a new
cat (though you might, considering the car's age), try
the "cheap" solutions first:

*Add a bit of Marvel Mystery Oil in the crankcase,
drive like a banshee for 100 mi. or so. Then
oil/filter change.

*Also during this time prior to oil change, run a tank
of gas w/some Redline or similar fuel injection
cleaner.

*Make sure you take the test after you've been driving
a while so the motor is good n' hot.

*Change o2 sensor if need be.

Good luck! The above worked for my CA sniff test 5
years ago. Then the last sniff test (every 2 yrs here)
failed, and it needed a new cat. ('87 5ktq)
