What kind of car is this again?  IIRC, it's a 200 Turbo,
non-quattro, automatic.  If so, you should be able to
pull the diagnostic codes yourself:

The "test light" is nothing more than a $3 LED with resistor,
available at Radio Shack.

Back to your questions:

Hard starting could be a temperature sending giving a false
reading, which would fool the ECU into not providing a richer
mixture. Once warmed, the false reading matches the engine temp,
and the ECU gives the correct mixture.

No power could be, make that probably is, a vacuum leak(s).
Check all the rubber hoses, including the little ones and
the big ones (like the "Michelin Man" hose).

And find another mechanic.  Maybe a VW specialist, if you
can't find an Audi specialist.
