1.  Start coarse - try to remove as much as you can mechanically, say, 
with a plastic scraper.  Put the chunks in a container and dispose of 
properly.

2.  Heavy build up can yield a bit to chemical solvents, but you might 
hurt plastic things under the hood if you're not sure what you're doing.

3.  A hose, a gallon of Simple Green (liquid laundery detergent works 
well, too), and a handful of various disposable bristle brushes.  Cover 
electrical things with baggies and tape them up, and just keep adding 
the SG, brushing, rinsing, repeat as necessary.

Try, if you can, to contain the run off to at least keep the heaviest 
crud out of the environment.
