I agree, also clean/test the ISV if that doesn't fix it.

I would highly suspect poor grounds for at least part of the electrical 
problems.  Poor grounds and crappy daisy-chained "hot" wires...  Simply 
embarking on a process of cleaning and neatening connections might make 
a few things heal.
