This last bit sounds like the fuel pressure is being lost when the car 
is turned off.  When you turn the key from off to run, the pump should 
run for about 2 seconds in order to pressurize the fuel system.  It 
actually sounds like you've got more than one problem which is making it 
hard to diagnose.  If I were you, I'd try checking how long the fuel 
system stays pressurized after you shut the engine off.  Someone correct 
me if I'm wrong, but I think the pressure should hold for at least an 
hour or two.

Just a side note, your '95 A6Q is a "C4" not a "B5", at least in the 
US.  Also, I don't think the '95 A6Q has an accessory position (at least 
my doesn't -- it just has off, run, and start).
