I'd run a can (or two) of Techron through the gas tank, which
will help clean injectors and other FI pieces.  Then I'd try
to pull the DTC diagnostic codes.  That surge, in my mind, is
controlled by one of the sensors, which may be on its way out,
and which probably has thrown a DTC diagnostic code.
