86 5kcsq still stumbling when cold

There is soot in the tips, but the car is chipped, and has always had soot
in the tips. I was thinking that maybe the cold start valve wasn't
working.....how long should it stay energized? I will try unplugging the
CSV when the stumble occurs and see if there is any change.

Any sign of soot at/near the exhaust tips? Could the cold start valve be
sticking open resulting in a very rich mixture until the engine gets pretty
warm?
