[urq] hesitation, bucking on takeoff - not resolved yet!

New pump, wiring good, used di-electric greas on terminals and they are
tight and sealed. I rapped on the pump and got no unusual noises.
Pump is relayed and jumpered on with the key, so not likely getting any
cutout. If anything, I'd expect it is jamming.
