interesting boost issue on my 200TQA

Since you are losing both air (compression) and water, the head gasket 
sounds reasonable.

Putting aside the water as a possible coincidence, you need to walk 
through the entire air chain, from the turbos to the manifold.  
Wastegates?

Do the usual too and check for water in oil and vice-versa.
