Well, if it was a strobe, with an idle dead on 720 rpm, the cam would be 
at 360 rpm, or 6 rps - the cam pulley is hexagonally symmetrical (ie, at 
every 1/6 rotation, it looks the same) - so although far-fetched, it is 
"possible".

However, most light sources, esp. incandescent, are far from strobes. 
And the odds of a tight 720 rpm idle are about zero.

Still, it's a great concept....
