Solvent for orange headliner foam?

Ouch, I remember when my 90Q's headliner let go I was glad I had leather
seats so the little foamy bits stayed off my clothes. Luckily they also
weren't gooey, so I eventually managed to vacuum all the detritus off
the various carpeted surfaces, and wiped them off the vinyl.
I would in your case recommend carefully using a fabric cleaning product
(start somewhere not very visible), like the kind that spray on, then
dry, and then are brushed off. Do this, of course, after removing the
old headliner so there will be no more fresh foamy crud.
Auto interior specialists can re-cover the cardboard liner with cloth
for under $100 if you bring it to them.
