Ben,

I'm going from memory here..... 
Isn't the arm rest part of the door panel (molded into the panel)?
I had the window switch and mirror control panel out to replace LEDs in the switches and bulbs in the mirror control pad (yes it is supposed to light up).

Unfortunately I can't remember if the entire sub-panel just pops out, or if there is a screw that has to be accessed from behind. I believe I removed the entire door panel and then disconnected the wiring harness from the window/mirror control panel and then there might have been a phillips screw holding the sub-panel to the door panel.

I can't remember precisely as it has been a few years, and I can't go out to check because I no longer have my '93 90S.

I do remember that removing the entire panel isn't too complicated. Take out a few screws and push upwards on the panel about 3/8 of an inch and then it falls away from the door with the wiring harness preventing it from going too far.

The mirror control pad uses two 60mA 12v bulbs to light up.
