I decided to pull the TB apart and see what was going on with  the idle screw 
and I discovered that the manifold side outlet had been blocked  with 
silicone which would render the Idle screw inoperable...   So  now with that fixed I 
am going to track down the vacuum leaks that are in the  weld at the tb flange 
plate and see if that doesn't help things a  bit....  I have my fingers 
crossed

That silicone is hopefully old enough to have offgassed all its  gasses. 
Otherwise it will screw up your 02 sensor big time, and no matter what  you fix it 
won't run right.
I recently fought that beast.
