Fuel Pump relay

Hey folks,
I have an 85 4000 quattro that isn't starting. The fuel pump wasn't coming on,
so I shorted the fuel pump relay circuit and the pump started ticking and making
all kinds of noise. From what I'm told the relay also controls the cold-air
fuel injection primer, so I'm not sure that shorting the circuit will mean the
car will start.
I'm having trouble finding a known good, so my question is: Since the fuel pump
wasn't making any noise and presumably not coming on, does shorting the circuit
causing the pump to make noise mean the relay is bad?
