It's possible. There is a tool, which consists of a special adaptor  
to pressurize the cylinder with compressed air (to hold the valve up)  
and a special tool to press down the valve spring retainer so the  
keepers can be removed.

That said, it's often the case that the reason the valve guide seals  
go bad is that the guides themselves are worn, and allowing too much  
slop and exhaust blowby.

As for sources, I'd guess some place like Zalenda, Schley Samstag  
Sales, Baum Tools, or Assenmacher specialty tools has such a tool.
