... since there were very few '86 QTCs, we'll take this as another model ... 

The headlight switch on the T44 of this vintage has a very weak detent mechanism for the high beam/flash function.  IME/O the only solution for this is to replace the switch module ... and on this module that means that you need to replace all of the column switches.  I don't remember the exact mechanism for the failure, but I did attempt to effect a repair, it was many years ago so I don't remember the main issue, but I decided that it was better to replace the module.
