I have the same issue with my 200 Avant.
The cable has enough slack so it moves when the lever is pulled.
 You can see it at the handle.

I see the screw at the lever needs to be tightened, then plastic "guides" on 
the fender top need to be fixed (or more added) to prevent the cable from 
moving....

I always thought a thin bead of caulk under the cable sheathing on the fender 
top &  re-route the cable path so it wouldn't slide and shorten each time I 
pulled the lever.

I figure the caulk would hold it (sheathing) from moving and the lever would 
pull the cable inside to open the latches........
