You can always try to gently pry the belt on to the second pulley with a 
wide bladed screwdriver (carefully, you don't want to cut the belt or 
burr the pulley).  Once it is on "a bit", if you start it on the correct 
side of the pulley, a quick crank of the engine (coil wire off) will 
pull it around the rest of the way.
