I've had a hard time settling payments when buying through ebay germany. What I've found that works is looking through the U.S. ebay listings and picking out sellers that are based in Germany or Europe and approaching them directly. These sellers do have paypal already setup generally and know how to ship to the U.S. I've picked up euro headlights, wiring connectors, magazines, and other Audi specific stuff that way.
