No, what can happen is if the idle switch is not opening, the CIS-E will
limit the revs (its a way of dropping them efficiently when you take
your foot off the gas). When it is closed, it tells the ECU to idle the
engine with the ISV. If you don't have one, you're going to have some
issues to fight.
Also, you mentioned no WOT switch. That switch takes the system out of
closed loop and enriches the mixture, so it can be good to have.

I wouldn't know as much about that, but I suppose the volume would
certainly delay the plate's response a bit.
Also, with a turbo on there, and a funky cam, you probably aren't going
to get complete "drivability" (smooth idle, smooth power curve, etc.).
I assume that down the road you are going to throw on a more appropriate
engine management system? Or are you going to stay at low (5 psi or
so?) boost and let the CIS-E keep running things?
So after you get the leaks out, let us know the ignition timing, and
also how the CPA current looks at idle.
