There's not much you can do about the actual tool noise, but it's
relatively cheap to build a sound proof enclosure for the compressor. I
helped a friend make an enclosure for a dental office compressor
(compressor in LOUD X a factor of 10 compared to normal compressors) and
the cost in materials was about $400. For a normal general use
compressor I think you'd spend 1/3 of that to make a sound proof
enclosure.
