Not as crazy as you might think... Climate Control uses vacuum for actuators
and CIS is very sensitive to leaks. You want to start checking your engine
hose plumbing for leaks. Also check the Idle stabilizer valve for sticking.

My idle is often high these days. I have a few problems which include
'bogging down' or lack of boost at about 4K, but one thing I noticed is that
the high idle seems to be connected to the climate control in some way.
Yah, I know that's as crazy as the dash lights being connected to the
license plate lights, but normally I have the climate control on 'Auto'. To
save the battery when I pulled up to a red light I turned climate control to
'Off'. My idle immediately dropped to 950. Turned CC to 'Auto' and the idle
sped up to 1400. 'Off' - 950.
Go Figure.
