The right way, but expensive, is to bring the car to an auto upholstery 
place and have them redo it.

The right way that is cheaper is to take it out yourself (the cardboard 
panel), and bring it in to get it redone.

There are any number of quick fixes that only work so well for so long - 
thumbtacks, thin sticks across the roof, spraying glue between the 
cloth, the rotting foam, and the cardboard, etc.

If all it is doing is sagging, getting it out and fixing it now might 
save you the job of vacuuming 3,500,000 little bits of foam crud out of 
your interior.
