I had a similar problem which ended up being a vacuum leak that caused
poor performance of the vacuum motors that operate the vents. Different
set up since mine is not a tq, but you might look for vacuum leaks in
the reservoir area.

Mine traced to a perforated diaphragm on the vacuum advance.
