The electronic road construction signs with K-band radar are not unique
to Ohio.  They're used in NY and MA as well, and I'm sure other states.
My speculation is that it is part of the system used for transmitting
the information to the signs.  You'll only find the radar on the
portable signs used for construction.  The permanent traffic advisory
signs don't have it.  And why go through all the trouble to target a
small portion of the driving population?
