B3 90Q - CIS E III - Too Much Fuel Pressure?

Dealer diagnosis of non-starting NG = flooding, fuel
pressure too high.  Engine almost starts, but doesn't
quite catch.  Gas leaking at differential fuel
pressure regulator contact with fuel metering housing,
even with new o-rings.

Potential causes?

Too much pressure/flooding:
- Fuel pressure regulator faulty?
- Differential fuel pressure regulator faulty?

Flooding:
-leaking injector(s)

Currently in process of replacing most injection parts
with "new used" items, should take care of problem. 
But if it doesn't.......
