Tim,

I have found that a propane torch (heat nuts to red hot) can do wonders.
Follow-up with penetrating oil to help things along.

I've got a fried starter on my '93 Audi 90Q and I can't seem to get it out
to put the new one in. The problem I am running into is that the nuts on the
exhaust manifold are rusted on solid. I've snapped one off already and
called it quits until I could find a better solution. If anyone knows of a
good way to remove seized nuts/bolts let me know. Or better yet if someone
has a better way to remove the starter definitely let me know! I don't want
to mess up the exhaust too, I just want the car to run.
