Before you guys tell me about checking the hoses, I already have. I
smoke tested the system @ 15psi with no leaks other then some minor
seepage at the throttle body shaft seals. Michelin Man is recent,
turbo-intercooler hose is in good shape. Intercooler ends are securely
in place.

Car is chipped with QLCC, stock WG spring. It builds boost slowly, so
slowly that a 3rd gear pull from 2k-rpm will give only 1.4bar
absolute. A long 4th gear pull will get it to build a peak boost level
of only 1.6bar absolute. If I disable the wastegate by applying full
boost pressure to the upper housing it runs right to the 1.9bar cutoff
smoothly and quickly.

I used our smoke tester to check the WG frequency valve operation by
running the output test with the line to the wastegate off, and it
pulses smoke as it should. All hoses to the WGFV are in good shape and
connected to the proper places.
